Every morning btw 6AM and 7 AM in Merridian Hill Park there are unleashed dogs running, chasing balls etc in the center field area as well as on walkways. One of the dogs ran in front of a biker causing him to brake suddenly and tumble off bike. There is never any park officials at ths time and even when there is staff at later times, they make no effort to enforce the lease law.
