Sharraxaadda

Perhaps a week ago, an unused wire going from our neighbor's house to another house across the street came down. It was reported, and someone (I'm not sure who) came out, rolled it up and tied it to a tree in front of our house. I'm not sure whose responsibility it is, but we would like it removed.
