On the sidewalk near the apartments behind Westville Quality Market are fallen wires. Someone attempted to fix and coiled the wires but they remain attached on one end.

No City dept can or will deal with downed wires. These are utility company issues. The only City owned equipment are the street lights. All wires and poles are the utility company's.
The advice is for the best/quickest attention to call the utilities.
FYI, generally, all UI wires/power are those above the street lights. Wires below the street light level are cable and phone.
However, if the road is blocked or there is a danger, either call 911 or NHPD non-emergency: 203-946-6316; they will handle the safety aspect and contact the utility company.
