  This morning, there was one overnight camper on this CVS sidewalk, with stuff all over the sidewalk. I have seen this person there most mornings this week. What does it mean to "close" this issue? Did City staff look just now in late afternoon? The pattern here, and in Live Oak Park, is that campers arrive after dark. Has BPD adopted a practice of looking at these locations after dark to stop the illegal camping? Thanks.
